Annual ICQC Meeting
August 1st, 1999

The annual ICQC meeting, hosted by the Toronto Chapter was held on August 1st at the Scott-Westney House.

Gerald Alleyne, Toronto President, gave a warm and rousing welcome to the delegates, expressing the hope that the day’s deliberations would be productive. Delegates represented the Toronto, New York and Guyana chapters. The London chapter advised that they were unable to attend on account of travel arrangements and personal commitments.

Dr. Bobby Moore opened the meeting. His address, entitled “Celebrating our Heritage, Devising our Future”, was delivered with his usual verve, interrupted on several occasions with resounding applause.

Reports were read from the London, Guyana, New York and Toronto chapters. Each outlined their chapter’s activities over the past year. New York also advised that the Washington chapter, which was the oldest, seemed to be in a state of inactivity. They advised that a delegation from their chapter would make a visit to Washington to see whether they can resuscitate the Washington Chapter.

The long awaited Guyana report was the most worrying.

It painted a picture of poor relations between the Board of Governors, the Government of Guyana and the QCOSA. This situation was worsened by misunderstandings regarding the relative responsibilities of the groups. It was pointed out that the QCOSA still managed to carry out its mandate under these difficult conditions.

Discussions following the reports were protracted. Some of these included the outright purchase of the school by the chapters, sending a delegation to Guyana to meet with the government to discuss the unacceptable situation at Queen’s, whether all ICQC meetings should be held in Guyana etc.

It was also discussed and agreed that the next international reunion would be held in Guyana in 2000. The Guyana delegation asked chapters to determine what time of the year would be most appropriate so that the QCOSA could start making arrangements. A suggestion was that it should be held when the school was still in session.

The undermentioned members were unanimously elected to the following positions:-
